| 38.1 |
Membership of Islam |
|
| |
Membership of Islam shall be granted to both Living and Registered Departed Spirits who hold the beliefs of Islam, the words of the great prophets and saints and the words of this document to be true subject to the conditions outlined in this Constitution. |
|
| |
For them shall be extended the honor and title as being known as a Citizen of Islam. |
|
| |
A Living Member is any person deemed as living and functional of their body. |
|
| |
A Departed Spirit Member is any person deemed as permanently deceased of function of their body |
|
| 38.2 |
Citizen of Islam |
|
| |
Greater than any citizenship to a nation, or membership to an organisation or group of believers, a Citizen of Islam is a citizen to the world, to the great wisdom of a united Islam and to the most compassionate and wise Allah himself. |
|
| |
No greater honour can be bestowed upon a true follower of the faith than to be known as a Citizen of Islam. As a citizen of Islam, a person has the right to choose their representation and to participate in the destiny of their own lives and the life of their faith. No greater honor can Allah bestow upon us than to help him in deciding who shall be our supreme leadership, who shall speak for all of us? |

This is Allah's gift to all those who believe and who respect and wish to be known as Citizens of Islam. That we have a purpose in his plan. He is asking each and every one of us to help unite his people as one and to select the most virtuous and the most wise of all of us to speak on his behalf. |

| 38.3 |
Record of citizenship and membership |

In accordance with this constitution, all Citizens of Islam shall be recorded in the information systems and knowledge of Islam as a sacred object and record for all time. |
|
| |
Citizens will be provided with identity and validity of their citizenship and these objects shall be honoured with pride as a persons willingness to stand identified with the new covenant and the united Islam. |
|
| |
A Citizen and membership identity number shall be the same unique number. Therefore when a person is granted a valid membership number of One Islam, the same number represents their citizenship to the greater family of Islam. |
|
| |
Excluding the case where a member is expelled during their lifetime, no two valid persons shall ever be allocated the same membership identity number. A person is allocated a unique membership and citizen number for as long as Islam continues to exist. |

| 38.4 |
The first citizen and member of One Islam |
|
| |
In confirmation of the authority in whose name this blessed Constitution is forged and in formal recognition of its complete endorsement, the first citizen and member of One Islam is Allah. |
|
| |
Allah in pure spirit is and shall always be recognized as the first member of One Islam and no statement to the contrary, nor law or decree shall diminish this ultimate truth. |

Sponsorship and the honor of being invited to become a member of One Islam |
|
| |
Because membership of One Islam is a such great and precious honor, a person cannot directly apply to become a member. Instead, a person may only become a member of One Islam upon being invited by an existing member to join. |
|
| |
This is called "sponsorship" and therefore all members have a sponsor to whom they have both an obligation and a relationship for the life of their membership. |
|
| |
A person may only ever have a maximum of 144 directly sponsored members, as determined by the rules of this Constitution. |

| 38.6 |
Founding Sponsorships |
|
| |
By this Constitution, the Constitution of One Heaven and the authority of Allah by virtue of the fact that Allah as pure spirit is the first Member of One Islam, invitations to join One Islam shall be issued whereby the first Member sponsors a total of one thousand (1,000) individuals. These sponsorships shall be known as Founding Sponsorships. |

No more than one thousand (1,000) Founding Sponsorships shall ever be issued. Founding Sponsorships shall no longer be available once One Islam achieves independence subject to clause 144 of this Constitution even if less than one thousand (1,000) Members have been sponsored by this method. |
|
| |
Qualification for Founding Sponsorship shall be open to all individuals over the age of 16, who are not currently a Member and qualify to be a member subject to the restrictions and Terms and Conditions of membership of this Constitution. |
|
| |
Founding Sponsorship does not imply a greater or more important status of membership compared to any other membership. It is a type of membership that exists only during the Foundation period of One Islam. |
|
| |
Where a member having received a Founding Sponsorship is expelled as a Member within twelve (12) months, the Founding Sponsorship shall be permitted to be re-allocated in either the same year. |
|
| |
Once a total of one thousand (1,000) Living Members exist, the offer of Founding Sponsorships shall cease and all sponsorships for members thereafter shall be by direct sponsorship by existing Living Members and no other method. |

| 38.7 |
Registration of Spirit Members |
|
| |
By this Constitution, A Spirit Member is only legitimately a Member when they have been properly registered according to the Article of this Holy Constitution. |
|
| |
Living Members shall have limits placed on the type of departed relationships they may register themselves. Furthermore, a Spirit Member may only be registered if firstly a Registered Memorial exists upon the information records of One Islam. |
|
| |
While it is forbidden by this constitution to charge any monetary or on-kind charge or charges as condition of membership acceptance, it shall be permitted that reasonable fees are established for the provision of Registered Memorial Services to living members. |
|
| |
Once accepted, a Spirit Member cannot be unaccepted, even if a Living Member refuses to contribute for particular services to One Islam. |
|
| |
Once a Living Member has contributed to the Memorials of Spirit Members for up to and including three (3) years, the name of the Spirit Member may not be removed from authorized records. However, One Islam always reserves the right to alter any memorial which is no longer financial. |

Membership network |
|
| |
As all members of One Islam are themselves sponsored the connection between members, their immediate sponsored individuals and those that are subsequently invited and sponsored shall be known as a membership network. |
|
| |
By the rules contained in this constitution, membership networks shall be accurately recorded with individual members having certain rights and privileges concerning their network, networks may be inherited and when a person and their sponsor are expelled under the rules of this Constitution, a network shall also be compressed with the removal of the expelled sponsor and sponsored member. |
|
| 38.9 |
Bond of honor between sponsor and sponsored |
|
| |
By this Constitution, there exists an oath of honor between a sponsor and those they sponsor to become members. A sponsor is responsible for the good conduct of those they sponsored to become members and sponsored members are responsible to their immediate sponsor to behave in good conduct and intention. |
|
| |
The only exception granted to this rule are those bestowed the rarest of honors when Allah is their immediate sponsor as a Founding Sponsorship. |
|
| |
By this Constitution, sponsors are bonded to the conducted of those they sponsor so that if a member should be punished for misconduct, their sponsor is also liable for the same punishment. |
|
| |
This bond of honor extends to members found guilty of expellable offences in which case both the member and their sponsor shall be expelled, unless the expellable offence has been brought first by the sponsor against their sponsored member. |
|
| |
The bond of honor shall only extend one level, so that the guilty member and their immediate sponsor are punished, but no members above or below in the membership network are also held liable. |
|
| 38.10 |
Types of membership groups |
|
| |
For many believers in the wisdom of Allah, their choices of how best to honour his works are different to others. This has in the past caused conflict amongst his people in claims of "a better way" than others. It shall be known under the one way, that all ways of life and respect for life are honoured as true ways to heaven. |
|
| |
For those that choose a life of austerity, a life of choosing ancient customs of the subordination of women, of the resistance to alcohol, of the tradition of an eye for an eye, the united Islam offers a unique church that is honored as The Great Order of Austerity. |
|
| |
For those that choose a life of wisdom and the pursuit of knowledge and Islam, the united Islam offers a unique church that is honoured as the Great Order of Wisdom. |
|
| |
For those that choose to believe in Islam and to pursue their lives through their daily work, family and friends, the united Islam offers a unique church that is honoured as the Great Order of Life. |
|
| 38.11 |
Reserved membership numbers |
|
| |
In recognition of the membership of Allah, of the membership of Great Saints and Prophets and Founding Sponsorships, certain membership numbers shall be reserved and not permitted to be allocated to ordinary members. |
|
| |
The following number ranges shall be considered reserved: |
|
| |
(i) Membership no. 1 is allocated to the pure spirit of Allah; and |
|
| |
(ii) Membership no. 2 to 72,000: Are reserved for the great saints and prophets of Islam, to be formally allocated and endorsed upon the first Supreme Council of One Islam before 2012. |
|
| 38.12 |
Membership number allocation |
|
| |
All memberships from membership no. 216,002 onwards shall be available for allocation to ordinary members and considered ordinary membership numbers. |
|
| |
The allocation of numbers shall be on a consecutive number basis, with the next member being accepted as a full member receiving the next valid membership number wherever they are located in the world. |
|
| |
By this Constitution, ordinary membership numbers are not permitted to be reserved, held over or specially allocated to one particular national administration over another. |
|
| |
It shall be the responsibility of the Supreme Membershp systems of One Islam to ensure the fair and reliable allocation system for membership numbers for all new members globally. |
|
| 38.13 |
No fees or charges for membership |
|
| |
By this constitution it shall be forbidden to charge any monetary or in-kind charge or charges whatsoever as condition of membership acceptance. Membership to One-Islam shall always be free. |
|
| |
This rule shall extend to all membership systems whether they be electronic or by whatever means. It shall be a duty of the elected officials of One-Islam to provide such services and seek sufficient donations to ensure the proper function of all membership systems. |
|
| 38.14 |
Right to charge fees non-membership related services |
|
| |
While it is forbidden by this constitution to charge any monetary or on-kind charge or charges as condition of membership acceptance, it shall be permitted that reasonable fees are established for the provision of optional services to members. |
|
| |
Furthermore, it shall be permitted that nominal fees are charged for the right to participate in the conduct of elections. However, fees charged for the conduct of elections and voting must always be as low as possible to ensure that all members may afford to participate where possible. |
|
| |
Where a member is unable to afford the nominal cost of any fees charged for the conduct of elections and voting, they shall have the right to appeal to their national organisation for a waiving of costs. |
|
